Description
Local and regional governments are strategic partners of national governments in driving national development from the bottom up, to redefine territorial development and build strong national systems of cities. Adequate national urban policies combined with a territorial approach to development are instrumental in driving a more balanced and powerful national development. To harness local potential, national governments must ensure an enabling environment in which local and regional governments can experiment, innovate, and tap on the resources and competitive advantages offered by their locations and populations.
