Cezar Busatto

Head of Secretariat for Local Governance of Porto Alegre

Cezar Busatto is an Economist from the the Federal University of Rio Grande do Sul (UFRGS). He is a retired State Treasury Fiscal Agent and has a Master of Political Economics from the Universidad Nacional Autónoma de México.

Cezar is currently the Head of the Secretariat for Local Governance at the City of Porto Alegre and introduced the concept and practice of Local Solidarity Governance to the city’s model of strategic management. In this role, he has enacted legal regulations that allow the Leigislative Assembly to desginate a Social Responsibility Award, chaired the Public Sector Special Commission on Social Responsibility and coordinated the Pact for Rio Grande initiative of the Legislative branch.

Prior to leading the Secretariat for Local Governance at the City of Porto Alegre, Cezar was elected three times as a State Deputy of Rio Grande do Sul. He has served in the State Government as the Special Secretary of the Government, Secretary of Finance and Chief of Staff. In the Municipality of Santa Maria, he was the Secretary for Economic Development, Innovation and Strategic Projects.
